Framework in Development

Flight Without Limits™

An inclusive UAS-STEM framework being developed to support meaningful participation of students with mobility impairments and other physical accessibility needs in drone-integrated learning.

Purpose & Rationale

Expanding participation without reducing rigor.

Flight Without Limits™ is designed around the principle that meaningful participation in drone-integrated STEM learning should not depend on one narrow mode of physical interaction. The framework focuses on how learning environments, mission roles, equipment arrangements, instructional materials, pacing, communication, and assistive supports can be structured so that more students can contribute authentically to UAS-STEM activities.

The framework is not intended to create a separate or simplified curriculum. Its purpose is to preserve rigorous learning goals while providing multiple pathways for access, contribution, decision-making, and demonstration of learning.

Seven Design Principles

Principles that guide inclusive UAS-STEM design

01

Accessibility by Design

Consider access during planning rather than only after barriers appear.

02

Meaningful Participation

Move from presence to participation to authentic contribution within the mission.

03

Multiple Pathways

Create varied ways for students to engage across planning, programming, operations, data, and communication.

04

Preservation of Rigor

Improve access while maintaining the intended STEM learning goals and expectations.

05

Student Agency & Strength-Based Design

Build from student strengths, preferences, and opportunities for decision-making.

06

Assistive Technology as an Enabler

Use assistive technology, accessibility features, and adaptations when they improve participation.

07

Collaborative & Interdependent Mission Design

Structure missions so that multiple roles contribute meaningfully to shared outcomes.

Student UAS Mission Roles

Participation extends beyond direct flight control.

A drone mission can include multiple authentic responsibilities. Flight Without Limits™ uses role diversity to broaden access while preserving the integrity of the learning experience.

Accessibility & Adaptation

Eight domains for identifying and reducing barriers

Physical Environment

Consider space, pathways, surfaces, positioning, and access to the mission area.

Equipment Positioning

Arrange controllers, displays, tables, launch areas, and other tools for practical access.

Input & Control

Examine how students interact with controllers, software, programming interfaces, and other inputs.

Instructional Materials

Provide accessible directions, mission briefs, diagrams, checklists, and supporting content.

Communication

Structure clear communication pathways among team members during planning and operations.

Time & Pacing

Allow appropriate timing and sequencing without weakening the learning objective.

Mission Roles & Task Structure

Align responsibilities with meaningful contribution and mission interdependence.

Assessment & Demonstration of Learning

Use multiple valid ways for students to demonstrate knowledge, reasoning, and performance.

Educator Implementation Process

A practical sequence for inclusive mission planning

1Know the Learner
2Define the Learning Goal
3Analyze the Mission
4Identify Barriers
5Structure Roles & Supports
6Implement
7Review & Refine
Mission analysis may examine:

Planning → Equipment Preparation → Safety Review → Programming → Flight Operations → Observation → Data Collection → Analysis → Documentation → Debrief.

Assistive Technology Considerations

Support participation without confusing different forms of access.

The framework distinguishes among assistive technology, built-in accessibility features, and instructional or environmental adaptations. These approaches may work together, but they are not treated as interchangeable.

Assistive TechnologyTools or devices that enable or improve functional participation.
Accessibility FeaturesBuilt-in options within hardware, software, or digital materials.
AdaptationsChanges to environment, role structure, materials, timing, or procedures.

Safety, Regulatory & Ethical Considerations

Inclusion must operate within responsible UAS practice.

Flight Without Limits™ incorporates inclusive safety planning, mission-role clarity, supervision, communication, and regulatory awareness. Educational operations may occur under different legal frameworks depending on the organization, purpose, and circumstances, including FAA Part 107 or the recreational exception under 49 U.S.C. § 44809 where applicable.

  • SafetyRole clarity, supervision, environment, equipment, and mission procedures
  • EthicsPrivacy, responsible technology use, and respectful participation
  • Regulatory AwarenessUnderstanding which operating framework applies to the activity
  • Evaluation Framework

    Six dimensions for examining implementation

    01

    Access

Can the learner physically and functionally access the activity?

    02

    Meaningful Participation

Does the learner make an authentic contribution to the mission?

    03

    Learning

Is the intended STEM learning occurring?

    04

    Agency

Does the learner have opportunities for choice, voice, and decision-making?

    05

    Safety

Are access supports compatible with safe UAS operation?

    06

    Implementation Feasibility

Can educators reasonably apply the approach in authentic settings?

    Continuous Improvement & Versioning

A framework designed to evolve through use and evidence.

Flight Without Limits™ is being developed as an iterative research-to-practice framework. Its components are intended to be refined through documented implementation, evaluation, educator and student feedback, professional review, and future evidence.

Versioning is used to document substantive changes as the framework develops.

    Contribute Expertise

Accessibility, education, and UAS professionals can help strengthen the framework.

DRONEXA America welcomes professional input from educators, accessibility specialists, assistive technology professionals, researchers, disability-serving organizations, and UAS practitioners as Flight Without Limits™ continues to develop.
